The LEVEL Youth Policy Program 2027 is an eight-month leadership and public policy initiative tailored for Indigenous and racialized immigrant and refugee youth across British Columbia.

Overview
The LEVEL Youth Policy Program (YPP) runs for eight months from February to September 2027, offering practical training, mentorship, and policy development skills. Organized through LEVEL, a youth engagement initiative of the Vancouver Foundation, the program helps participants understand how public policy is created, how government and Indigenous governance structures operate, and how communities can advocate for systems change.
Rather than a traditional classroom setting, the curriculum combines online and in-person modules, readings, group discussions, meetings with mentors and coaches, and the creation of an individual policy project. Participants receive a $1,500 stipend to support their policy ask, along with a professionally designed and printed policy booklet showcasing their completed work.
