Harvard Kennedy School has opened applications for its 2027–2028 master’s degree programs, inviting prospective public-service professionals, policy specialists, and experienced leaders to apply for graduate study.

Overview
Harvard Kennedy School (HKS) offers multiple master's degree programs tailored for prospective public-service professionals, policy specialists, development practitioners, and experienced leaders. For the 2027–2028 admissions cycle, candidates may choose from four primary master's pathways:
- Master in Public Policy (MPP): A two-year program focusing on complex public problems, social-science concepts, and practical policy solutions.
- Master in Public Administration in International Development (MPA/ID): A two-year economics-centered program focused on international development, quantitative analysis, and practical policy applications.
- Master in Public Administration (MPA): A flexible two-year program designed for professionals seeking greater responsibility across public, nonprofit, and private sectors.
- Mid-Career Master in Public Administration (MC/MPA): An intensive one-year program intended for experienced professionals to strengthen leadership capabilities and public-service expertise.
Applicants are permitted to apply to only one master’s degree program per admissions cycle.
Eligibility
Eligibility requirements vary depending on the chosen program:
- General Requirements: All applicants must hold a bachelor’s degree, possess a strong academic record, and submit required application materials such as essays, transcripts, recommendation letters, and test scores where applicable.
- Work Experience: The MPP and MPA/ID do not formally require professional experience, although it is preferred. The MPA requires at least three years of professional work experience by September 1 of the enrollment year, alongside qualifying graduate-level coursework. The MC/MPA requires at least seven years of professional work experience by June 30 of the enrollment year.
- Standardized Tests: The GRE or GMAT is required for the MPP and MPA/ID (unless qualifying for a waiver) and the MPA, but is not required for the MC/MPA. English-language proficiency tests (TOEFL, IELTS, or Cambridge English) are required for non-native English speakers who did not earn an undergraduate degree conducted in English.

Admitted students gain access to graduate-level education at Harvard University, developing advanced analytical, leadership, policy, management, and quantitative skills.
