Overview
The GFF x CIVIC VOICES Call for Proposals 2026 invites local civil society organizations (CSOs) and youth-led organizations (YLOs) to form country partnerships and apply for subgrants. Implemented by the VOICES consortium—comprising PATH, the African Institute for Development Policy (AFIDEP), and the Organisation of African Youth (OAY)—the initiative aims to strengthen civic engagement, health financing advocacy, domestic resource mobilization, and accountability for reproductive, maternal, newborn, child, and adolescent health plus nutrition (RMNCAH+N).
The call anticipates awarding 22 grants across eligible African nations, with award amounts reaching up to US$150,000 for most countries and up to US$175,000 for Kenya and Nigeria to support decentralized health budget advocacy. Grant durations last up to 18 months.
Eligibility
Applicants must form country partnerships meeting specific structural and experience criteria:
- Partnership Composition: Submissions must be made on behalf of an LCYO country partnership consisting of two to three local organizations, including at least one youth-led organization.
- Lead Organization Experience: The designated lead organization must have a minimum of five years of experience in health financing advocacy and accountability for RMNCAH+N.
- Partner Organization Experience: Partner organizations must each possess at least three years of relevant health advocacy experience.
- Legal Status: All partnership members must be locally registered legal entities operating within the target implementation country.
- Eligible Countries: Burkina Faso, Cameroon, Central African Republic (CAR), Chad, Cote d’Ivoire, Democratic Republic of the Congo (DRC), Ethiopia, Ghana, Guinea, Kenya, Liberia, Malawi, Mali, Mozambique, Rwanda, Senegal, Sierra Leone, Tanzania, Uganda, Zambia, and Zimbabwe.

Applicants may submit their proposals in English, French, or Portuguese. A complete application package must include a completed submission template as a Word document, a high-level budget in Excel, and supporting PDFs or JPEGs for proof of legal registration, budget verification for the lead organization, and organizational organograms.
