Overview
The Council of Europe HEY Environment Course is an intensive 4-week online learning programme organized by the North-South Centre. The initiative equips young leaders, activists, educators, and community advocates with the advocacy tools, legal frameworks, and knowledge required to address the triple planetary crisis—climate change, biodiversity loss, and pollution—through a human rights-based approach.

Eligibility
- Must be 30 years old or younger
- Must demonstrate a strong interest in environmental and human rights issues
- Must be active in civil society, youth work, activism, education, advocacy, media, policymaking, or related fields
- Must possess sufficient English-language communication skills
- Must be willing to participate throughout the entire 4-week course
- Must have the potential to disseminate the knowledge gained
- Open to applicants from the 46 Council of Europe member states, African countries, and countries in the Middle East
