Overview
The Carnegie China Fellowship is a one-year, non-residential research program organized through the University of Maryland School of Public Policy's Center for International and Security Studies at Maryland (CISSM/CUSP). It is designed for researchers and professionals investigating China's rise, its global implications, and its relationship with the United States. Selected fellows receive a $20,000 stipend to support activities such as teaching release, research-related travel, and research assistant compensation.
During the fellowship period, participants are expected to produce a policy-focused research paper and present their findings at the annual Carnegie China Conference at the University of Maryland.
Eligibility
Applicants must meet the following criteria:
- Be U.S. citizens.
- Have received a PhD or JD from an accredited university at the time of application.
- Submit a complete application and proposal written in English.
An institutional affiliation is not required to apply. The fellowship welcomes scholars, practitioners, journalists, lawyers, and other public intellectuals from disciplines including economics, humanities, law, and social sciences.

Applicants must submit their materials online through the official portal. A complete application package includes:
- Project Proposal: Maximum of five single-spaced pages in 12-point type, submitted as a PDF.
- CV or Resume: Maximum of three pages (excluding publications, presentations, or events lists placed at the end), submitted as a PDF.
