Overview
The British Council is seeking an International Consultant or Consultancy Firm to lead the Recognition of Prior Learning (RPL) initiative in Sudan. This assignment aims to create a comprehensive national policy framework that recognizes skills acquired through formal, non-formal, and informal pathways, particularly within Technical and Vocational Education and Training (TVET), Non-Formal Education (NFE), and higher education.
The consultancy operates under the British Council's Going Global Partnerships and Youth Connect programmes, running until 31 March 2027 with an estimated level of effort of up to 42 working days. The work involves system design, governance models, assessment frameworks, quality assurance, implementation manuals, and multi-stakeholder consultations.
Eligibility
- Proven experience in designing and implementing Recognition of Prior Learning systems or frameworks.
- Strong expertise in TVET system reforms, qualifications frameworks, skills recognition, and non-formal education.
- Demonstrated experience working in fragile or conflict-affected contexts.
- Ability to facilitate complex multi-stakeholder policy processes across government, private, and civil society sectors.
- Familiarity with international RPL standards from organizations such as the ILO or UNESCO is highly desirable.
- For consultancy firms, multidisciplinary team proposals covering policy, assessment, and institutional design are preferred.
