The Agence Française de Développement (AFD) has opened the 2026 Call for Expressions of Project Intentions for Civil Society Organizations (CSOs). The initiative aims to strengthen the contribution of civil society organizations to the Sustainable Development Goals (SDGs), international solidarity, local development, and policy change by identifying projects led by civil society organizations in partner countries that could receive financing in 2027.
The single call covers both French CSOs and locally governed CSOs, supporting organizations working on development, social transformation, international solidarity, climate vulnerability, and civic engagement.
Eligibility
The opportunity is open to eligible civil society organizations rather than individual applicants. Two primary categories of organizations are eligible:
- French Civil Society Organizations: Eligible under the CSO Initiatives mechanism to submit project intentions.
- Locally Governed Civil Society Organizations: Eligible in countries included on the OECD Development Assistance Committee (DAC) list of ODA recipients, provided they have previously received financing at least once for a completed project from an eligible AFD Group entity or through qualifying mechanisms.
Projects located in France may also be eligible under specific programmes such as Global Citizenship and International Solidarity Education (ECSI) and Civil Society Capacity Building (SMA).
How to Apply
Applications must be submitted online through AFD’s OSCar platform. Project intentions submitted outside this platform will not be considered.
- Organizations that do not already have an OSCar account must submit a request to create their account no later than September 15, 2026.
- Applicants must review the official call documentation, methodological guide, and complete the required project intention documentation and templates.
- Submit the completed project intention and required administrative documents via the OSCar platform before the final deadline.
Deadline
There are two essential dates for this call:
- OSCar Account Request Deadline: September 15, 2026 (for organizations needing to request a new account).
- Final Project Submission Deadline: October 9, 2026, at 6:00 PM Paris time.
